It is part of FMCSA's implementation of the North American Free Trade Agreement (NAFTA) cross-border long-haul trucking provisions.
Currently, 3 Mexico-domiciled motor carriers have been given active operating authority by FMCSA. Their combined participation in the pilot to-date includes three vehicles, four drivers, and 15 trips across the border in six months since the pilot operation started in October 2011. Additionally, there are another 16 Mexico-domiciled motor carriers that are pending active operating authority.
